T+1 start date, Basel and SRB resets lead a week of prudential reporting change
Five things from 12-18 October a compliance officer has to act on: ESMA completing its T+1 rulebook with a near-term messaging deadline, Basel and the SRB both resetting bank reporting, an AMLA input window that closed on the 18th, a stablecoin comment-timing fight at the Fed, and a cross-continent push to call AI a systemic risk before anyone has published the concentration figures.
- ESMA's first binding T+1 obligation is 7 December 2026, when investment firms must use electronic, standardised, machine-readable channels for allocation and confirmation, ahead of the 11 October 2027 settlement switch.
- Basel raised the G-SIB reporting threshold to EUR 350 billion from 2027 and requires stock indicators on annual averages by 1 January 2030, with an EBU cross-border consultation open to 14 January 2027.
- The SRB discontinued its quarterly MREL eligibility sign-off form with immediate effect and moves bank-specific resolvability reporting to a three-year cycle from 2027 where no material concerns exist.
- US banking groups asked the Fed to push the 30 November Genius Act stablecoin comment deadline to 29 January, citing the OCC's intent to finalise its cross-referenced rule by November 2026.
- Lagarde said nearly nine in ten significant euro-area banks use generative AI and named AI concentration a stability risk, while NIST, the NSA and CISA issued a voluntary ten-practice super-intelligence incident guide on 16 October.
