Austria gives EUR 200,000 to ICC victims trust fund for 2026

A short ICC press release records Austria's 2026 voluntary contribution to the Trust Fund for Victims, breaking down how the money will be split and noting the country's funding history since 2007. Relevant to institutions tracking state party funding of international justice mechanisms.

  • Austria contributed EUR 200,000 to the ICC Trust Fund for Victims in 2026.
  • EUR 100,000 of the contribution is earmarked for survivors of sexual and gender-based violence.
  • The remaining EUR 100,000 will fund reparation awards ordered by the ICC and other victim programmes.
  • Austria has made voluntary contributions to the TFV annually since 2007.
  • The TFV has set a minimum annual programme funding target of EUR 10 million and flags urgent reparations needs in the Ntaganda and Ongwen cases.

BIS official urges central banks to treat household financial health as core mandate

A speech by Fernando Restoy, chair of the BIS Financial Stability Institute, delivered at the G-24/AFI Policymakers' Roundtable in Bangkok, sets out why household financial health should inform how central banks pursue existing financial stability and monetary policy mandates, including through cryptoasset-related risks and new indicators.

  • Restoy explicitly states he is not suggesting financial health should become a new central bank objective.
  • The G20 working definition cited identifies four dimensions of financial health: managing day-to-day obligations, coping with shocks, pursuing future goals, and feeling financially secure.
  • Restoy cites a recent FSI paper (Frost et al 2026) finding that expanded financial inclusion has not automatically translated into better financial health across countries.
  • He identifies two required actions: better measurement of household financial health, and research into whether financial health indicators can complement existing financial stability and monetary policy frameworks.
  • On cryptoassets, he notes volatility, fraud prevalence, absence of deposit-insurance-like protections, and lower financial literacy in markets with the fastest-growing crypto use as risks to financial health.

MAS moves to make FIDReC dispute scheme mandatory for payment institutions

MAS wants to close a gap left since the Payment Services Act commenced in 2020, when payment firms were exempted from the independent dispute-resolution requirement that binds other retail-facing financial institutions. This consultation extends FIDReC membership to major and standard payment institutions, flags stablecoin issuers for later inclusion, and sets out how onboarding fees, case fees and levies will be worked out through 2027.

  • All MPI and SPI licensees under the Payment Services Act 2019 would be required to subscribe to FIDReC under a new limb in Part 1 of the Second Schedule to the DRS Regulations.
  • MAS-regulated stablecoin issuers will be added as a further amendment after the stablecoin regulatory framework comes into force; MPI/SPI members who later acquire a stablecoin licence need not reapply.
  • Money-changing licensees are excluded because of simple business models, smaller sums handled and complaints that typically concern service and exchange rates rather than financial loss.
  • Subscribing PSPs will pay an initial onboarding fee, case fees per eligible dispute and an annual general levy, with the framework to be settled with industry over 2027.
  • Since the Shared Responsibility Framework took effect to 30 June 2026, FIDReC received 416 claims against e-wallet providers and handled 141, of which 99% concluded at mediation and 1% required adjudication.

BSP Deputy Governor Calls for Shift from Financial Inclusion to Financial Health

An opinion piece from Bangko Sentral ng Pilipinas Deputy Governor Bernadette Romulo-Puyat argues that access to financial products is not enough if people do not use, trust or understand them. She sets out concrete steps BSP has taken and plans, relevant to anyone tracking Philippine financial regulation or ASEAN-wide policy coordination.

  • The Philippines' National Strategy for Financial Inclusion will be revised into a National Strategy for Financial Health and Inclusion, with a core group developing a separate National Strategy for Financial Education.
  • BSP has removed all online gambling links from mobile banking services, e-wallets and digital marketplaces.
  • BSP revised bancassurance rules to increase the selection of insurers available to customers.
  • BSP has introduced a new annual financial health survey to measure financial well-being nationally.
  • As current ASEAN chair, the Philippines is advocating for a common regional financial health framework.
