Hong Kong Securities Clearing Company has told its participants that updated sanctions and terrorist designation lists were published on 27 October 2026. • The terrorist and terrorist associate list appears in the Gazette; the ISIL and Al-Qaida list appears on the CEDB website.
  • HKSCC issued circular LSD/074/2026 on 29 October 2026 directing participants to both official sources.

Singapore Police arrest three in transnational card-fraud syndicate case

The Singapore Police Force arrested three men it believes are members of a transnational scam syndicate that used stolen card details to make high-value retail purchases. The case shows how payment-fraud rings exploit mobile wallets and retail points of sale, and how merchant vigilance and camera networks closed the loop before two members could leave the country.

  • The three men used stolen debit and credit card details via a mobile wallet to buy graphics cards and other IT components across Singapore.
  • A 36-year-old was detained on 26 October after store staff on Rochor Canal Road grew suspicious when he returned about an hour later to buy over $4,000 of IT components.
  • Two accomplices aged 25 and 27 were arrested on 27 October in the transit area of Changi Airport before they could leave Singapore.
  • All three will be charged on 28 October 2026 under Section 420 read with Section 109 of the Penal Code 1871, carrying up to ten years' imprisonment and a fine.

SFC fines Zheng Da $7 million over client-supplied trading systems and AML control gaps

The SFC fined a Hong Kong futures broker and suspended its responsible officer over anti-money-laundering failures tied to client-supplied trading systems connected via API. Worth a few minutes to see how CSS-through-API arrangements and the Manager-In-Charge regime are being enforced, and why carrying on despite peer enforcement aggravated the outcome.

  • Zheng Da reprimanded and fined $7 million for AML/CFT and other failures between 1 December 2021 and 30 September 2023.
  • Responsible officer Zhong Hao suspended for seven months, from 28 September 2026 to 27 April 2027.
  • SFC found no due diligence or testing on customer-supplied systems used by 160 clients, and 176 undetected same-second matched buy/sell orders.
