HKMA tells banks to harden account-opening controls against staff bribery
The Hong Kong Monetary Authority has written to all Authorized Institutions after recent cases in which criminal syndicates bribed bank staff to circumvent money-laundering controls during account opening. The 22 October 2026 circular reminds banks of the controls it expects and flags detailed industry guidance now in development with the Hong Kong Association of Banks and the ICAC.
- Recent cases involved criminal syndicates bribing AI staff to bypass AML/CFT controls and open money mule accounts during account opening.
- AIs should apply segregation of duties and the four-eyes principle, and distribute applications to checking staff on a rotating basis so one person does not handle multiple applications from the same customer or third party.
- Third-party agents introducing or assisting clients must trigger enhanced controls including thorough due diligence, rigorous approval scrutiny and robust management oversight.
- AIs should review account-opening controls for bribery vulnerabilities through a gap analysis, with clear senior-management responsibility assigned.
- The Hong Kong Association of Banks, with HKMA and ICAC support, is developing detailed guidance on preventing staff bribery and corruption.
