BIS renews export denial order against Mahan Airways for another year
This Federal Register order renews a long-running temporary denial order (TDO) that strips Mahan Airways and several affiliated individuals and companies of U.S. export privileges. It covers the procedural history and factual basis BIS relies on to extend the order, relevant to compliance teams screening counterparties and aircraft transactions involving Iran-linked carriers.
- The original temporary denial order against Mahan Airways was signed on March 17, 2008 and took effect upon Federal Register publication on March 21, 2008.
- BIS's Office of Export Enforcement submitted a written renewal request on September 8, 2026, more than 20 days before the TDO's scheduled expiration, as required by 15 CFR 766.24(d)(1).
- The renewal continues denial of export privileges for twelve named respondents including Mahan Airways, Al Naser Airlines, Kerman Aviation, Sirjanco Trading LLC and Issam Shammout.
- No opposition to the renewal request was received, and no appeal has been filed against any of the related-person determinations made in six prior renewal or modification orders.
- BIS based the renewal on evidence including unauthorized re-export of U.S.-origin Boeing 747 and Airbus aircraft, procurement of U.S.-origin engines, and transport of controlled aircraft parts to Iran.
