State Department waives child soldier arms restrictions for eight countries

The Child Soldiers Prevention Act bars certain US military assistance and arms sales to governments that recruit child soldiers unless the President certifies progress and waives the restriction. This notice records the annual national-interest determination covering eight countries and sets out exactly which categories of assistance each waiver unlocks.

  • The waiver for the Central African Republic covers IMET assistance, excess defense articles and DCS licenses only.
  • The DRC waiver is limited to IMET, peacekeeping operations assistance and DCS licenses.
  • Ethiopia, Nigeria and Yemen receive full waivers of the section 404(a) prohibition with no stated limitation.
  • Somalia's waiver is restricted to peacekeeping operations assistance and support under 10 U.S.C. 331 and 10 U.S.C. 333.
  • The Russian Federation receives a waiver solely for DCS licenses connected to the International Space Station.
