FinCEN alerts banks to $8bn in suspicious cross-border MSB payments

Treasury Secretary Scott Bessent appeared in St. Cloud, Minnesota, alongside FBI, CMS, FTC and Justice Department officials to announce coordinated anti-fraud action. The substance for compliance teams is two FinCEN products: an alert on cross-border payments routed through U.S. money services businesses, and a notice on the exploitation of charities and nonprofits. Both land against a backdrop of Medicaid fraud prosecutions.

  • FinCEN issued an alert on cross-border payment risks through U.S.-based money services businesses after institutions reported more than $8 billion in potentially suspicious wire payments from 2021 to 2025.
  • A separate FinCEN notice addresses the exploitation of charities and nonprofits for terrorist financing, fraud and other illicit activity.
  • The FBI executed search warrants and arrested four people in a 26-count indictment alleging intended Medicaid fraud over $41 million, with actual losses of $21.65 million.
  • Officials cited a Minnesota Fraud Task Force backed by more than a thousand subpoenas and 40 warrants.

OFAC sanctions India-based maritime fraud network behind Iran shadow fleet false flags

The Treasury's OFAC has designated an India-based network accused of selling false flags and fake maritime certifications to Iran's shadow fleet, alongside a Turkiye-based aviation ground handler. A fresh industry alert warns on the sanctions risk of dealing with potentially falsely flagged vessels. For compliance teams running vessel and counterparty screening, the new typology matters more than the names.

  • Suniel Kumar Sharma and Jaspreet Preeti Shahid were designated under E.O. 13902 for providing false flags and certifications to Iran's shadow fleet.
  • OFAC also designated Turkiye-based Fugo Ground Services Inc, which holds service agreements with sanctioned carriers including Iran Air Tour, Saha, Sepehran, Varesh, Taban and Ata Airlines.
  • OFAC issued a new alert warning industry of the sanctions risks of dealing with potentially falsely flagged vessels.
  • The network impersonated flag authorities for states from Guyana to Eswatini, Aruba, Mali and Timor-Leste, including the Singapore-based Eswatini Maritime registry.
  • Blocked persons' US property must be reported to OFAC, with the 50 percent ownership rule and strict-liability civil penalties applying.
