This briefing sets out the five measures Temu must implement, the interim assessment deadline, and the enforcement history behind the fine, for compliance teams tracking DSA very large online platform supervision.
- Temu's action plan contains five measures to remedy its breach of the DSA's risk assessment obligations.
- The breach was established in a non-compliance decision issued by the Commission in May 2026, carrying a €200 million fine.
- Temu must conduct an interim risk assessment covering a six-month period, to be completed within four months, running until 30 November 2026.
- The plan requires Temu to analyse whether its recommender systems amplify the spread of illegal goods.
- Temu must also examine intentional manipulation by sellers exploiting platform features to spread potentially illegal listings.
