SFC survey finds 30% of large Hong Kong firms already using agentic AI

The SFC's first Large Firm AI Readiness Survey maps how far agentic AI has moved into Hong Kong trading, drafting and operational workflows, and signals where the regulator will focus supervisory attention as autonomy increases. It matters because the findings, not a rulebook, are shaping the SFC's next moves on accountability and controls.

  • 30% of surveyed firms already use agentic AI in business operations and 25% are piloting it, with varying autonomy and human involvement.
  • 95% of firms expect their AI use to accelerate over the next 12 months, and 90% have connected AI tools to internal systems.
  • 90% of firms are using or evaluating frontier AI models for cyber defence, reporting faster analysis and broader detection coverage.
  • The survey covered 12 large global firms, five large Chinese Mainland firms and three large online retail brokers, whose affiliated licensed corporations accounted for over 75% of securities transactions reported for the six months ended 30 June 2026.
  • The SFC's four supervisory priorities arising from the findings are investor protection, cybersecurity and operational resilience, AI governance and accountability, and capability building through engagement.

HKMA launches agentic AI governance project and expands tokenisation trials

At Hong Kong FinTech Week 2026, the HKMA set out four initiatives under its DART framework covering agentic AI governance, post-quantum cryptography, tokenised settlement and cross-border payments. This briefing covers what each initiative commits the HKMA and industry to, and the near-term supervisory touchpoints for banks operating in Hong Kong.

  • The HKMA published a discussion paper seeking industry feedback on supervisory considerations for banks' use of agentic AI, under the newly launched Project SAGE.
  • A cross-sectoral Agentic Finance Expert Group has been established to support Project SAGE's work on governance of agentic finance applications.
  • The HKMA and The Hong Kong University of Science and Technology, with industry support, launched a PQC Toolkit setting out a framework and tools for banks' post-quantum cryptography transition.
  • Ensemble TX now enables 24/7 real-value settlement of tokenised transactions, and the HKMA has completed trial trades of secondary-market tokenised Exchange Fund Bills with Recognised Dealers, with stablecoin trials planned next.
  • The Faster Payment System will link with UnionPay International by the end of 2026, enabling QR code payments at over 100 million merchants across Hong Kong, the Chinese Mainland and more than 40 overseas markets.

HKMA says HK markets orderly after Fed holds rates at 3.75-4%

The HKMA responded to the Federal Reserve's decision to hold rates steady, noting Hong Kong's markets remain orderly while flagging risks from the persistent interest rate differential between the two currencies. The statement is a routine market commentary rather than a policy change, but signals what the authority is watching.

  • The Fed kept the federal funds rate target range unchanged at 3.75-4% on 29 October 2026, in line with market expectations.
  • The Fed's statement cited strong economic activity, a stable labour market, and inflation that has remained elevated.
  • The HKMA said the persistent HKD-USD interest rate differential may cause carry trade activity to gradually ease the Hong Kong dollar.
  • The HKMA said the Hong Kong dollar and interbank rate outlook depends on factors including carry trade risk appetite and HKD supply-demand conditions.
  • The HKMA advised the public to carefully manage interest rate risks in decisions on property purchase, investment or borrowing.

SFC flags IPO resourcing gains but warns on dubious bookbuilding arrangements

Hong Kong's securities regulator reports measurable improvement in sponsor resourcing since its January circular, while simultaneously disclosing newly identified red flags around dubious IPO funding, allocation and post-listing arrangements. The circular sets fresh guidance on what counts as an Active Listing Engagement and spells out escalation duties for sponsors, overall coordinators and capital market intermediaries.

  • Strained Sponsors fell from 9 to 2 and Strained Principals from 45 to 10 between 30 January and 30 September 2026, a 78% decrease in both.
  • As of 30 September 2026 there were over 610 active listing applications involving 64 Sponsors and 325 signing Principals, up from over 420 applications, 53 Sponsors and 261 Principals in January.
  • The SFC received 210 Principal submissions between January and September 2026, of which 50 were returned or withdrawn for incomplete information or fundamental issues.
