HKMA launches agentic AI governance project and expands tokenisation trials

At Hong Kong FinTech Week 2026, the HKMA set out four initiatives under its DART framework covering agentic AI governance, post-quantum cryptography, tokenised settlement and cross-border payments. This briefing covers what each initiative commits the HKMA and industry to, and the near-term supervisory touchpoints for banks operating in Hong Kong.

  • The HKMA published a discussion paper seeking industry feedback on supervisory considerations for banks' use of agentic AI, under the newly launched Project SAGE.
  • A cross-sectoral Agentic Finance Expert Group has been established to support Project SAGE's work on governance of agentic finance applications.
  • The HKMA and The Hong Kong University of Science and Technology, with industry support, launched a PQC Toolkit setting out a framework and tools for banks' post-quantum cryptography transition.
  • Ensemble TX now enables 24/7 real-value settlement of tokenised transactions, and the HKMA has completed trial trades of secondary-market tokenised Exchange Fund Bills with Recognised Dealers, with stablecoin trials planned next.
  • The Faster Payment System will link with UnionPay International by the end of 2026, enabling QR code payments at over 100 million merchants across Hong Kong, the Chinese Mainland and more than 40 overseas markets.

HKMC completes fourth Bauhinia infrastructure loan-backed securities issuance

The Hong Kong Mortgage Corporation has priced its fourth infrastructure loan-backed securities transaction under the Bauhinia brand, following three prior deals since 2023. The release sets out the portfolio composition, the note structure including a new unrated mezzanine class, and the bank syndicate involved, giving compliance and treasury teams at participating institutions the transaction's key terms.

  • Bauhinia 4's portfolio contains 42 infrastructure debt obligations across 32 individual projects in 15 countries and 11 sub-sectors, valued at approximately US$481.5 million.
  • Five classes of notes, Class A1-SU, A1, B, C and D, were issued with aggregate principal of US$457.3 million and listed on The Hong Kong Stock Exchange.
  • The HKMC introduced an unrated Class D tranche in response to ongoing investor demand for the mezzanine tranche.
  • The US$128.5 million Class A1-SU sustainability tranche was issued under the HKMC's Social, Green and Sustainability Financing Framework, aligned with ICMA's Green Bond Principles, Social Bond Principles and Sustainability Bond Guidelines.
  • AIIB continued as anchor investor through its US$300 million investment programme, and part of the Bauhinia 4 portfolio came from redemption proceeds of Bauhinia 1 after its 3-year non-call period ended.

HKMA publishes end-September reserves data and sets 2027 SDDS release calendar

The HKMA has issued its monthly International Reserves and Foreign Currency Liquidity data for end-September 2026 under the IMF's Special Data Dissemination Standard, and has set out the full release calendar for 2027. This is a routine transparency publication, but the forward calendar is the operational detail worth noting for anyone tracking Hong Kong reserve disclosures.

  • The HKMA released foreign currency reserves and liquidity data for end-September 2026 on 30 October 2026, published under the IMF's SDDS.
  • The 2027 release calendar runs from 26 February 2027 for January data through to 31 January 2028 for December 2027 data.
  • Four press releases on Exchange Fund data are issued each month: three under SDDS and one on the Abridged Balance Sheet and Currency Board Account.
  • The detailed data figures are set out in an Annex to the release.

HKMA says HK markets orderly after Fed holds rates at 3.75-4%

The HKMA responded to the Federal Reserve's decision to hold rates steady, noting Hong Kong's markets remain orderly while flagging risks from the persistent interest rate differential between the two currencies. The statement is a routine market commentary rather than a policy change, but signals what the authority is watching.

  • The Fed kept the federal funds rate target range unchanged at 3.75-4% on 29 October 2026, in line with market expectations.
  • The Fed's statement cited strong economic activity, a stable labour market, and inflation that has remained elevated.
  • The HKMA said the persistent HKD-USD interest rate differential may cause carry trade activity to gradually ease the Hong Kong dollar.
  • The HKMA said the Hong Kong dollar and interbank rate outlook depends on factors including carry trade risk appetite and HKD supply-demand conditions.
  • The HKMA advised the public to carefully manage interest rate risks in decisions on property purchase, investment or borrowing.

HKMA finalises bank transition planning guidelines, expands green taxonomy to Phase 2B

Deputy Chief Executive Arthur Yuen used the One Earth Summit 2026 to set out where Hong Kong's sustainable finance framework now stands. Two things have moved: the bank transition planning guidelines are finalised, and the Phase 2B taxonomy prototype adds adaptation measures tailored to local physical risk. Disclosure requirements for the banking sector remain in development. Worth a few minutes for anyone mapping Hong Kong's climate supervisory stack.

  • The transition planning guidelines for banks have just been finalised, intended to help banks manage climate-related risks and support clients' transition.
  • The Phase 2B taxonomy prototype contains 39 mitigation activities and 28 adaptation measures, including battery manufacture and recycling and the manufacture of low-carbon technologies.
  • The HKMA is developing climate disclosure requirements for the banking sector, which are not yet in force.
  • Since 2019, nearly HK$280 billion of government green bonds have been issued, with proceeds allocated to over 110 government green projects.
  • The taxonomy is among the first in the region to include a climate change adaptation objective, with standards for flooding, storm damage and shoreline protection in Hong Kong.

HKMA sets statutory cyber code for designated payment system infrastructure operators

The Hong Kong Monetary Authority has published a sectoral Code of Practice under the Protection of Critical Infrastructures (Computer Systems) Ordinance for retail payment system infrastructure operators designated as critical infrastructure operators. It sets baseline requirements for protecting critical computer systems, from designation and governance through to risk assessment, penetration testing and logging. This segment covers what the Code binds, how it is enforced, and where it leans on existing frameworks.

  • The Code binds Retail Payment System Infrastructure operators designated by the Monetary Authority as Critical Infrastructure operators.
  • Breach of the Code is not itself an offence, but failure to comply with MA written directions, assessed against the Code, is an offence.
  • Security management plans must be endorsed by the Board, a delegated sub-committee or senior management, and reviewed at least once every two years.
  • System logs must be retained for a minimum of 6 months, secured so they cannot be deleted or altered, and user access rights reviewed at least annually.
  • Risk assessments must include a vulnerability assessment and a penetration test conducted by qualified professionals.
