ADGM fines MCA Auditors and audit principal $88,000 over audit failings

ADGM's Registration Authority has penalised an audit firm and its registered audit principal following an inspection of a single engagement for an ADGM-registered company. The case sets out the specific audit failings found and the factors the RA weighed in setting the penalty split between firm and individual.

  • The RA imposed USD 52,000 on MCA Auditors and Advisors LLP and USD 36,000 on its Audit Principal following an inspection.
  • Deficiencies were identified in risk assessment procedures, fraud risk considerations, group audit requirements, communications with those charged with governance, and insufficient evidence over material areas.
  • The RA found limited evidence of the Audit Principal's involvement throughout the engagement.
  • Penalties reflected cooperation provided, acknowledgement of inspection findings, and MCA's root-cause analysis and remediation plan.
  • Decision Notices describing the contraventions have been published separately for the firm and the Audit Principal.

ADGM issues region's first dedicated guidance on crypto mining activities

ADGM's Registration Authority has published standalone guidance covering commercial licensing, governance and disclosure expectations for crypto mining operators. It sets the regulatory perimeter between commercial mining and FSRA-regulated financial services, and is the first phase of a wider framework the RA plans to develop. Compliance teams considering mining operations in the UAE should review the licensing pathway and disclosure requirements it sets out.

  • The Guidance is issued under section 23 of the Commercial Licensing Regulations 2025 and treats crypto mining as a licensable commercial activity, not a regulated financial service.
  • A dedicated commercial licence with business activity code 7230 is highlighted for crypto mining operators.
  • Operators must disclose corporate structure and ultimate beneficial ownership, and must confidentially disclose on-chain reward-flow addresses.
  • This publication is described as the first phase of the RA's approach; a second phase will develop a regulatory framework, to be consulted on with the market in due course.
  • The Guidance follows an eight-week public consultation published earlier in the year that generated feedback used to tailor the final text.

UAE central bank AML unit and ADGM's FSRA sign AML/CFT cooperation MOU

The Central Bank of the UAE's Anti-Money Laundering and Suspicious Cases Unit and the FSRA of Abu Dhabi Global Market have signed a memorandum of understanding to cooperate on AML/CFT. The agreement commits both to regular discussions and coordinated training. • The AMLSCU at the Central Bank of the UAE and the FSRA of ADGM signed an AML/CFT cooperation MOU on 2 May 2016.
  • Both parties committed to regular discussions on issues of mutual interest and to coordinating AML/CFT training and technical assistance.
  • The FSRA regulates financial institutions and DNFBPs in ADGM for compliance with UAE AML/CFT laws and ADGM AML/CFT regulations and rules.
  • The MOU was signed by Abdulrahim Mohammed Al Awadhi of the AMLSCU and Richard Teng, Chief Executive Officer of the FSRA.

ADGM fines PKF Accountants and audit principal USD 100,000 for audit failings

ADGM's Registration Authority has penalised an audit firm and its named registered audit principal after an on-site inspection found an audit that fell short of International Standards on Auditing. The action, with penalties totalling against both firm and individual, signals how the RA intends to police audit quality in the centre. A short item, but a pointed one for anyone holding an ADGM audit registration.

  • The RA imposed USD 65,000 on PKF Accountants and Business Advisers LLP and USD 35,000 on its registered audit principal, Ms Saranga Omprakash Lalwani.
  • The action followed an on-site inspection assessing PKF's compliance with ADGM Auditors Rules and the quality of its audit work.
  • Deficiencies included failures to conduct the audit in accordance with International Standards on Auditing as required by the Companies Regulations (Auditors) Rules 2023, and failure to exercise due skill, care and diligence.
  • Specific findings covered fraud-risk assessment, insufficient audit evidence, inadequate documentation, and insufficient evidence of the audit principal's involvement.
  • Decision Notices for both PKF and Ms Lalwani have been published by the RA.

ADGM Proposes Licensing Regime for Business Centre Operators

ADGM's Registration Authority has opened consultation on a new regulatory framework for business centre service providers, aimed at protecting tenants and ensuring continuity of premises and registered office arrangements. The paper proposes licensing conditions, capital rules and operational safeguards. Operators, company service providers and tenants have until 6 November 2026 to respond.

  • The RA proposes designating business centre services as a controlled activity under the Commercial Licensing Regulations.
  • Licensed providers would need public liability insurance, clear pricing disclosures and limits on client agreement terms.
  • Proposed rules include notification, wind-down and contingency planning requirements plus minimum regulatory capital.
  • The framework would prohibit accepting or distributing cash above a prescribed threshold.
  • The consultation period for Consultation Paper No. 7 of 2026 closes on 6 November 2026.
