AFM tells firms to start T+1 testing as EU rulebook is finalised

The AFM relays ESMA's message that the European regulatory framework for T+1 settlement is now complete and the burden has shifted to implementation. With roughly a year to go before the 11 October 2027 go-live, firms are urged to finish their preparations, test operational readiness across the chain, and meet the first binding obligations that take effect in December 2026.

  • The EU moves to T+1 settlement on 11 October 2027, settling trades one business day after the trade date instead of two.
  • ESMA regards the regulatory framework as complete following publication of the final technical standards and guidelines.
  • The first new obligations for transaction allocations and confirmations take effect on 7 December 2026.
  • ESMA urges firms to assess operational readiness and begin testing across the trading and settlement chain as soon as possible.
  • The change affects banks, investment funds, investment firms, pension providers and insurers.

AFM chair warns against treating AI chatbots as financial decision-makers

AFM chair Laura van Geest used her Financieele Dagblad column to set out survey data on how Dutch consumers use generative AI for financial questions, and to flag the supervisory questions this raises. The piece draws on the AFM Consumer Monitor and is aimed at readers weighing how seriously to treat AI-generated financial advice.

  • AFM Consumer Monitor found 14% of consumers used an AI tool for financial questions in the past year, with 19% considering doing so.
  • 30% of those who sought AI help for financial questions are heavy users, having consulted the tool more than five times.
  • Two-thirds of AI users say the information helped them make actual financial decisions, and for roughly a fifth of them GenAI was their only source of information.
  • 49% of non-users were sceptical about the reliability of financial information or advice from AI, compared with only 15% of actual users.
  • Only around 7% of users of Google's AI assistant click through to the underlying source links, according to the figure cited in the column.

AFM flags ESMA's 2026 reporting priorities plus cash flow and segment disclosure gaps

The AFM has set out what it will scrutinise in 2026 corporate reporting from listed companies, combining ESMA's newly published European supervisory priorities with two areas the AFM itself has flagged before. The note matters to finance directors, audit committees and auditors preparing year-end accounts and disclosures.

  • ESMA published its 2026 corporate reporting supervisory priorities on October 13, which the AFM says it will focus on during the coming year.
  • ESMA's priorities cover financial reporting on geopolitical risks and restructuring or debt restructuring provisions, sustainability reporting on double materiality assessment progress, and ESEF errors in the statement of changes in equity.
  • The AFM continues to ask companies to review cash flow statement quality against IAS 7, referencing its own previously published points of attention and self-assessment tool.
  • The AFM will keep focusing on compliance with IFRS 8 requirements to disclose specified amounts, including material income and expense items, for each reportable segment.
  • ESMA has published the 31st extract from the FRWG (EECS) enforcement decisions database covering IFRS Accounting Standards and the APM Guidelines.

Dutch regulators say national law blocks native securities tokenisation

The AFM and DNB publish a joint exploratory study on securities tokenisation in the Netherlands, concluding that current Dutch law offers no basis for fully native tokens and forcing firms into hybrid dual-registration arrangements. This segment covers what the regulators found, what they are asking government to do, and why Dutch market infrastructure choices may migrate elsewhere.

  • AFM and DNB find Dutch law gives no basis for securities issued, held and transferred exclusively as tokens; native tokenisation is not currently possible.
  • Hybrid dual registration alongside DLT limits efficiency gains and creates uncertainty over the legal significance of the token record.
  • The regulators call for a government-led follow-up aligned with European initiatives, using specific use cases to decide whether to clarify or amend rules.
