FDIC seeks comment on 2027 unbanked household survey questionnaire
A routine Paperwork Reduction Act notice covers the FDIC's tenth biennial Household Survey, which measures unbanked and underbanked rates nationwide. Compliance teams tracking financial inclusion data, CRA strategy or consumer access initiatives should note the comment window and the chance to influence survey content before the 2027 fielding.
- Comments on the proposed 2027 survey instrument must be submitted to the FDIC by December 28, 2026.
- The survey is estimated to cover 40,000 respondents at an average of 9 minutes per response, totaling 6,000 annual burden hours.
- The 2027 Household Survey will be conducted as a supplement to the Census Bureau's June 2027 Current Population Survey.
- The survey fulfils a mandate under section 7 of the Federal Deposit Insurance Reform Conforming Amendments Act of 2005 (Pub. L. 109-173) to study unbanked households.
- The survey has been administered every other year since January 2009 and is the only population-representative survey providing state-level unbanked estimates for all 50 states and DC.
