Ofqual fines Innovate Awarding £185,000 over qualification fraud failings

Ofqual has penalised awarding organisation Innovate Awarding over its handling of a single centre delivering a Level 3 business administration diploma. The case turns on how long weak controls and a slow investigation left doubtful certificates in place, and sets out what a settlement with the exam regulator now costs. It matters to anyone responsible for fraud oversight across a network of delivery partners.

  • Ofqual fined Innovate Awarding £185,000 and ordered a £15,000 contribution to investigation and enforcement costs.
  • Of 858 learners awarded the Level 3 diploma between January 2021 and December 2024, 851 were registered through the centre in question, and 847 of those certificates have been revoked.
  • Innovate flagged concerns in January 2024 after 130 learners were registered and certificated within 24 hours, but only widened its investigation after Ofqual engaged.
  • Certificate withdrawals were completed in August 2026, more than two years after concerns first emerged.
  • Innovate admitted breaching rules A5.1 (via A5.2), A6.1, A6.2, A8.1, A8.2, A8.3, B4, C1, C2, G8.1(b), H2 and H5.3(b), and agreed to 12 months of monitoring.

UK warns E1 settlement tender bidders they risk sanctions under new powers

On the closing day for bids on Israel's E1 settlement construction tender, the Foreign Secretary issued a direct warning to any business or individual considering participation. The statement points to new sanctions powers aimed at those involved in illegal settlement construction, and previews legislation on settlement goods and the services that finance them. A short but pointed signal for compliance and government affairs teams.

  • The 19 October 2026 statement marks the deadline for bids on Israel's E1 settlement construction tender.
  • The UK says it has created new powers to sanction individuals and companies involved in constructing illegal settlements such as E1.
  • Miliband warned bidders of legal and reputational consequences, including the risk of serious breaches of international law.
  • The Government reiterated a commitment to legislate to ban goods imported from illegal settlements and to act on services that finance or facilitate them.
