Bundesbank's Mauderer urges Europe to mobilise capital for AI investment

A Bundesbank keynote, delivered by Sabine Mauderer at AI Week Frankfurt, makes the case that AI's economic payoff for Europe depends as much on financing as on technology. It sets out where German and European capital is plentiful, where it falls short, and why pension reform and capital markets matter. A useful read for anyone tracking the AI investment debate.

  • OECD estimates nine major technology companies could invest a combined four trillion US dollars by 2030.
  • A Bundesbank survey found 68 percent of German businesses already use or plan to use generative AI by end-2026, but only 7 percent use it at larger scale.
  • Outstanding euro-denominated bonds issued by major US technology companies have reached around 40 billion euros.
  • Euro area households hold over 36 trillion euros in financial assets, which the speech says are too often not channelled into productive investment.
  • The speech identifies venture capital for scaling start-ups as the area where Europe most needs improvement.

German banks tighten credit standards for corporate loans again in Q3

Germany's central bank publishes quarterly survey results from 33 domestic banks on lending conditions. This round covers the third quarter of 2026 and banks' plans for the fourth, plus ad hoc questions on funding conditions, non-performing loans and digital assets.

  • The net share of banks tightening standards for loans to enterprises stood at +6%, down from +10% in the previous quarter.
  • Standards for loans to households for house purchase eased, with a net share of -4%, compared with +7% in the prior quarter.
  • Demand for enterprise loans fell for the first time in more than two years, driven mainly by small and medium-sized enterprises and long-term loans.
  • The loan rejection rate continued to rise across all three loan categories surveyed.
  • Banks reported no impact from digital assets on their financial situation, business strategy or credit standards over the past 12 months.

ESM settles €1bn digital bond via Eurosystem's new Pontes platform

A Bundesbank press release confirms the first live, non-pilot settlement of a supranational DLT bond issuance using the Eurosystem's Pontes platform. It covers the roles of the ESM, Bundesbank, Clearstream and advisory banks, and the expected links to listing, clearing and collateral eligibility. Relevant for treasury, custody and market infrastructure teams tracking Eurosystem DLT settlement capability.

  • The ESM priced a first-time digital benchmark bond of €1 billion, its first-ever digitally native bond issuance.
  • The Deutsche Bundesbank acted as issuing and paying agent and was onboarded to Pontes as a market participant.
  • Clearstream acted as Pontes Market DLT Operator, settling the bond via delivery-versus-payment on its D7 DLT platform with cash settled through TARGET (T2).
  • DZ BANK and Société Générale acted as advisory banks on the transaction.
  • The bond is expected to be listed on the Luxembourg Stock Exchange and to be eligible as collateral at the Eurosystem Collateral Management System, Eurex Clearing and Eurex Repo.

Germany's current account surplus falls to €10.3bn in August, down €11.5bn

The Bundesbank's monthly balance of payments release shows a sharp narrowing of Germany's current account surplus in August 2026, alongside a swing to net capital exports. The figures matter for anyone tracking German external demand, trade flows and cross-border capital movements, including portfolio reallocation and Bundesbank TARGET balances.

  • Germany's current account surplus fell to €10.3 billion in August 2026, a decline of €11.5 billion on July.
  • The goods account surplus dropped by €7.5 billion to €13.1 billion as receipts fell more sharply than expenditure.
  • The services deficit widened by €3.1 billion to €11.5 billion, with declines in other business services and intellectual property charges a significant factor.
  • Net capital exports totalled €16.1 billion in August, reversing net capital imports of €6.4 billion recorded in July.
  • Cross-border portfolio investment shifted to net capital exports of €19.0 billion from net capital imports of €34.4 billion the previous month.

Bundesbank's Theurer calls on EU to stop capital counting toward buffers and MREL at once

Michael Theurer, writing for the Deutsche Bundesbank in a guest contribution to The Banker, argues that EU bank capital rules let the same capital count twice, toward macroprudential buffers and toward MREL, so releasing a buffer in a crisis frees little real headroom. The piece calls for legislative change to separate the two functions and backs implementing the Basel output floor as planned. Worth your time if you track capital stack design or resolution planning.

  • Theurer argues capital held for macroprudential buffers should not also count toward MREL, so that releasing a buffer creates genuine usable headroom in a crisis.
  • He acknowledges removing this double-counting would require changes to EU legislation and could affect banks' capital needs, possibly requiring a recalibration of the broader set of requirements.
  • He states the reform's objective is not to increase overall capital requirements but to organise the framework more coherently so buffers are usable when needed.
  • He calls on the EU to implement the Basel output floor as planned, saying it reduces the extent to which parallel unweighted requirements become binding when buffers are released.
  • The contribution says the limited usability of buffers is material for European banks, citing reports by the ECB and the European Systemic Risk Board.

German households' financial assets rose €335 billion in Q2 2026 on market gains

The Bundesbank's quarterly financial accounts show a sharp rebound in household wealth after a weak first quarter, driven largely by valuation gains in shares and funds. The release also breaks down real returns by wealth group and reports a recovery in corporate external financing, giving compliance and treasury teams a read on household balance sheet health and financing trends.

  • Households' financial assets reached €9,831 billion at end-Q2 2026, up €335 billion on the quarter, mainly from €258 billion in valuation gains.
  • Capital market investments contributed €202 billion of valuation gains and investment fund shares rose €33 billion through new purchases.
  • The less wealthy half of households recorded a negative real return of around -0.7% despite a slight improvement, while the aggregate real total return rose to about 3.2%.
  • Households' debt ratio fell to 47.5% as liabilities grew to €2,192 billion on €12 billion of additional borrowing.
  • Non-financial corporations' external financing rose to €77 billion, combining €39 billion in borrowing and €14 billion in debt securities issuance, while share issuance fell to €15 billion with net redemptions on balance.

Bundesbank's Nagel urges Europe to diversify Asia trade, cut China import dependencies

Bundesbank President Joachim Nagel used a Bangkok panel to set out how Europe should recalibrate its economic relationship with Asia. The remarks matter less as policy than as a signal of how Germany's central bank frames supply-chain resilience, the Savings and Investments Union, and competitiveness. A short read for anyone tracking EU trade strategy and industrial-policy direction.

  • Nagel said that since 2019 EU exports to China have remained broadly stable while imports from China have increased substantially.
  • He welcomed the EU-India trade agreement reached this year and the agreements with Indonesia concluded last year.
  • He cited the ESMC joint venture in Dresden, with partner TSMC, and Infineon's new site near Bangkok opened two weeks earlier as examples of resilient value chains.
  • He called for implementing the Savings and Investments Union so European start-ups can access enough venture capital to scale and compete globally.
