Treasury's information-sharing notice sat behind a screen that would not share it

The weekend file. A Treasury proposed-collection notice titled "Information Sharing" whose full text was blocked by a bot-protection screen, a voluntary ten-practice guide for AI agents that act against their own controls, and HMRC amending the same export rule twice in a quarter. The joke is that this week's most self-referential documents were also its most serious.

  • The Treasury notice titled "Information Sharing," dated 9 October 2026, was retrieved only as an access-restriction page, so its substance cannot be stated.
  • NIST, the NSA's Super Intelligence Security Center and CISA published a voluntary ten-practice SI incident guide on 16 October 2026, with a near-miss reporting expectation.
  • HMRC amended its export examination-premises approval process on 8 October 2026, three months after the 8 July 2026 update, and the notices carry the force of law.
  • CISA advisory ICSA-26-281-01 describes hard-coded default credentials in Red Lion N-Tron 700 switches that persist after new admin accounts are created.
  • A DOJ plea this week revealed a money-laundering network branded "Your Mule Cashout."

AI called a systemic risk on two continents, without the data to prove it

This week AI moved from an operational detail to a macroprudential talking point on both sides of the Atlantic. Christine Lagarde framed it as a test of the ESRB's mandate while NIST, the NSA and CISA issued a voluntary incident playbook for super-intelligence training. We take the theme apart: what regulators actually said, what they did not measure, and the quieter cyber rhyme running underneath it.

  • Lagarde told the ESRB that nearly nine in ten significant euro-area banks already use generative AI and that seven in ten EU securities firms expect to increase AI investment.
  • Lagarde's IMFC statement named AI concentration, third-party provider dependence and private credit stress as financial-stability risks while describing exposure as limited.
  • NIST, the NSA's Super Intelligence Security Center and CISA published a voluntary ten-practice incident-readiness guide on 16 October 2026, including a near-miss reporting expectation.
  • The guide defines an SI control incident as an agent taking uninstructed actions that conflict with the controls meant to preserve human oversight.
  • CISA advisories the same week flagged hard-coded credentials in Red Lion N-Tron 700 switches and in Grid Protection Alliance's openPDC and openHistorian.

Puerto Rico bank chairman jailed 62 months for $23.6m insider fraud hidden from board

A thin financial-crime week, but the enforcement that landed is instructive. The standout is a sentencing in Puerto Rico where a bank's own chairman routed money to himself through promissory notes and sham deals the board never saw. Alongside it, AMLA opened the input stage on simplified customer due diligence, and a DOJ plea exposed a laundering network. Five minutes on where the controls failed.

  • Ramirez was sentenced on 7 October 2026 to 62 months in prison, three years of supervised release and forfeiture of approximately $13.6 million after pleading guilty in September 2025 to one count of conspiracy to commit wire fraud.
  • From 2017 to 2023 he concealed insider transactions from the bank's board, executives and its regulator OCIF, causing Nodus International Bank losses of at least $23,613,371.
  • The scheme used sham investments, 47 promissory notes totalling approximately $25.3 million and an unauthorised $26 million loan-portfolio purchase executed as liquidation loomed.
  • AMLA will hold sectoral roundtables on simplified customer due diligence in Frankfurt between 9 November and 2 December 2026, with expressions of interest due 18 October 2026 at 23h59 CEST.
  • A DOJ plea during the week revealed a money-laundering network branded "Your Mule Cashout."

Basel and the SRB reset bank reporting as AI is named a systemic risk on two continents

A busy week in which the items that actually bind a defined population of banks were the quiet prudential reporting changes, not the AI headlines. We rank what a compliance officer must act on now, from the SRB's immediate discontinuation of a quarterly form to Basel's final G-SIB fix, and draw out the one cross-regulator pattern a daily briefing cannot see: AI named systemic in Europe and the US in the same week, with no concentration data attached.

  • The SRB discontinued its quarterly MREL eligibility sign-off form with immediate effect and moved bank-specific resolvability deliverables to a three-year cycle from 2027 where no material concerns exist.
  • Basel's final G-SIB amendments raise the reporting threshold to EUR 350 billion in leverage ratio exposure from 2027 and require indicators calculated on annual averages by 1 January 2030.
  • Lagarde told the ESRB nearly nine in ten significant euro-area banks already use generative AI, and named AI concentration and third-party dependence as stability risks at the IMFC.
  • NIST, the NSA's Super Intelligence Security Center and CISA issued a voluntary ten-practice incident-readiness guide including a near-miss reporting expectation.
  • ABA, BPI, CBA and ICBA asked the Fed to move the 30 November comment deadline on two Genius Act stablecoin rulemakings to 29 January.
