Treasury's notice on information sharing was behind a screen that would not share it

A week whose lightest-looking filings rewarded a second look. The US Treasury published a notice about information sharing that could not be read, CISA disclosed defects in a tool CISA itself distributes, three federal agencies wrote a playbook for AI that disobeys its operator, and HMRC amended the same customs approval process for the second time since July.

  • The Treasury's Federal Register notice of 9 October titled "Information Sharing" was retrievable only as an access-restriction page, leaving its substance unreadable.
  • CISA's advisory ICSA-26-280-01 disclosed seven CVEs in CISA Malcolm, the agency's own network-monitoring tool, including a hardcoded passwordSecret of "Malcolm."
  • NIST, the NSA's Super Intelligence Security Center and CISA published a voluntary ten-practice guide on 16 October for AI agents that act against their operators' controls.
  • HMRC amended its export examination-premises approval process on 8 October, three months after the 8 July update it was revising.

AMLA sign-up closes 18 October as ESMA fixes 7 December T+1 compliance deadline

The only deadline falling within the coming days is AMLA's expression-of-interest cut-off on 18 October for its simplified customer due diligence roundtables. Everything else published this week sets dates further out: ESMA's first binding T+1 obligation on 7 December, the Fed's 30 November stablecoin comment window, Basel's 14 January 2027 consultation and threshold changes, and the SRB's reporting reset from 2027. Here is the forward timetable, drawn only from what regulators actually wrote down.

  • AMLA expressions of interest for its Frankfurt simplified CDD roundtables are due 18 October 2026 at 23h59 CEST, with sessions running 9 November to 2 December.
  • ESMA's electronic allocation and confirmation requirements become binding from 7 December 2026, ahead of the EU's move to T+1 settlement on 11 October 2027.
  • The Federal Reserve's two Genius Act stablecoin proposals carry a 30 November comment deadline, which ABA, BPI, CBA and ICBA have asked to extend to 29 January.
  • The Basel Committee's consultation on European Banking Union cross-border exposures closes 14 January 2027, with its EUR 350 billion reporting threshold applying from 2027.
  • The SRB discontinued its quarterly MREL eligibility sign-off form with immediate effect and moves bank-specific resolvability reporting to a three-year cycle from 2027.

Puerto Rico bank chairman jailed 62 months for $23.6m fraud hidden from board

The week's clearest financial-crime enforcement action is a US sentencing that turns on a single control failure: related-party transactions routed through a bank's own governance channels rather than around them. We pair it with AMLA's Frankfurt roundtables on simplified customer due diligence, where the EU's diligence floor is being framed now, and a DOJ plea exposing a branded money-mule network.

  • Ramirez was sentenced on 7 October 2026 to 62 months, three years of supervised release and forfeiture of approximately $13.6 million after pleading guilty in September 2025 to conspiracy to commit wire fraud.
  • From 2017 to 2023 he concealed insider transactions from the bank's board, executives and regulator OCIF, causing the bank to lose at least $23,613,371.
  • The scheme used sham investments, 47 promissory notes totalling approximately $25.3 million, and an unauthorised $26 million loan-portfolio purchase executed as liquidation loomed.
  • AMLA will hold sectoral roundtables on simplified customer due diligence in Frankfurt between 9 November and 2 December 2026, with expressions of interest due 18 October 2026 at 23h59 CEST.
  • A DOJ plea disclosed this week revealed a money-laundering network branded "Your Mule Cashout."

T+1 start date, Basel and SRB resets lead a week of prudential reporting change

Five things from 12-18 October a compliance officer has to act on: ESMA completing its T+1 rulebook with a near-term messaging deadline, Basel and the SRB both resetting bank reporting, an AMLA input window that closed on the 18th, a stablecoin comment-timing fight at the Fed, and a cross-continent push to call AI a systemic risk before anyone has published the concentration figures.

  • ESMA's first binding T+1 obligation is 7 December 2026, when investment firms must use electronic, standardised, machine-readable channels for allocation and confirmation, ahead of the 11 October 2027 settlement switch.
  • Basel raised the G-SIB reporting threshold to EUR 350 billion from 2027 and requires stock indicators on annual averages by 1 January 2030, with an EBU cross-border consultation open to 14 January 2027.
  • The SRB discontinued its quarterly MREL eligibility sign-off form with immediate effect and moves bank-specific resolvability reporting to a three-year cycle from 2027 where no material concerns exist.
  • US banking groups asked the Fed to push the 30 November Genius Act stablecoin comment deadline to 29 January, citing the OCC's intent to finalise its cross-referenced rule by November 2026.
  • Lagarde said nearly nine in ten significant euro-area banks use generative AI and named AI concentration a stability risk, while NIST, the NSA and CISA issued a voluntary ten-practice super-intelligence incident guide on 16 October.
