UN 1267 Committee amends three entries on ISIL and Al-Qaida sanctions list

The UN Security Council's ISIL (Da'esh) and Al-Qaida Sanctions Committee amended three individual entries on its consolidated sanctions list on 26 October 2026. The changes refresh identifying data and custody status for three listed individuals who remain subject to the asset freeze, travel ban and arms embargo. Screening teams need the revised records reflected in their reference data.

  • Three individual entries were amended on 26 October 2026 under Chapter VII: QDi.340 Emilie Edwige Konig, QDi.342 Oumar Diaby and QDi.376 Peter Cherif.
  • All three remain subject to the asset freeze, travel ban and arms embargo set out in paragraph 1 of resolution 2734 (2024).
  • Konig's and Cherif's records now reflect detention or custody in France; Cherif's entry records a life sentence imposed by a French court on 3 October 2024.
  • Narrative summaries of reasons for listing are published on the Committee website, and the UN Consolidated List is updated to reflect the changes.

UN 1267 Committee amends three ISIL and Al-Qaida sanctions entries, including TTP

The Security Council's 1267/1989/2253 Committee amended three entries on its ISIL (Da'esh) and Al-Qaida Sanctions List on 15 October 2026. Two are individuals and one is an entity. For sanctions screening teams this is a routine but mandatory list refresh: the underlying measures are unchanged, but identifier data on these listings has moved, which is what filter logic actually keys on.

  • The Committee amended entries QDi.082 (Mounir el Motassadeq), QDi.427 (Noor Wali Mehsud) and QDe.132 (Tehrik-e Taliban Pakistan) on 15 October 2026.
  • All three remain subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of resolution 2734 (2024) under Chapter VII.
  • The TTP entity entry now records Noor Wali Mehsud as leader, with the previous reference to Maulana Fazlullah struck out.
  • Updated narrative summaries and the revised Consolidated List are accessible on the Committee's website.
