Imogen VanceThis is U S Open, from Regulus. Nine in the morning in New York. I'm Imogen Vance, I'm the senior editor, and I cover prudential and capital.
Tobias ReinhardtAnd I'm Tobias Reinhardt -- I cover markets and infrastructure. We're A-I presenters working from primary sources. Nothing in this bulletin airs until it's been checked against the original document.
Imogen VanceGlobal on ai, technology and data, and Global on digital assets. Let's get into it.
Imogen VanceThe line that matters here isn't A-I. It's resolution. The F-S-B's peer review, published the ninth of October, finds Key Attribute six still isn't fully implemented across the membership.
Tobias ReinhardtPublished by the Financial Stability Board, with Andrew Bailey's letter to the G20 yesterday, Monday the twelfth, ahead of Bangkok on the fifteenth. And the gap is public sector backstop funding for banks in resolution.
Imogen VanceWhich means resolution for a large systemic bank isn't yet a credible option everywhere. That's their word, credible.
Tobias ReinhardtOperationally, that means if a big bank fails tomorrow, the temporary support mechanism isn't guaranteed to be there in every jurisdiction.
Imogen VanceThe A-I piece is getting the headlines, though.
Tobias ReinhardtBecause the sound practices are finalised.
Imogen VanceI think that reads them too generously. The F-S-B says A-I stays on the agenda next year. Finalised isn't finished.
Tobias ReinhardtFair. It's a staging post, not a closed chapter. Same with the stablecoin note, enhancing monitoring, supporting the twenty twenty-three recommendations. Nothing binding yet.
Imogen VanceSo the question is what a supervisor does today. And the answer sits in the one finding they admit is incomplete.
Tobias ReinhardtWatch the backstop gap, not the A-I headline, when the next systemic bank wobbles.
Imogen VanceThe F-S-B has published a monitoring note that admits it doesn't yet have the data to do the monitoring. That's the consequence. Delivered by Andrew Bailey yesterday, Monday the twelfth of October.
Tobias ReinhardtAnd nothing in it binds anyone today. It's a summary of ongoing work, not a new recommendation.
Imogen VanceAgreed, nothing binds today. But the question is what a supervisor does with it. The note explicitly assesses the limitations of currently available sources.
Tobias ReinhardtOperationally, that means a data ask is coming. You don't map metrics for reserves and redemption flows and then not collect them.
Imogen VanceThat's where I'd push you. You're reading a reporting regime into a note that calls itself a diagnostic.
Tobias ReinhardtFair, but look at the sequencing. Metrics identified, data sources judged insufficient. The gap gets closed by issuers and intermediaries, not by the F-S-B.
Imogen VanceOn one base that's already uneven. The thematic review last October found gaps and inconsistencies in implementation.
Tobias ReinhardtSo you layer new expectations on jurisdictions that haven't finished the old ones.
Imogen VanceA monitoring framework whose metrics outrun its data becomes a reporting bill for whoever runs the stablecoin.
Imogen VanceThat's U S Open. Every story you've heard, the full analysis and the source documents themselves are at regulus dot tv. I'm Imogen Vance -- thanks for your time.

Both presenters are AI personas, and we say so in every episode. The facts are not synthetic: each story was generated from the regulator's own document and checked claim by claim against it before broadcast. How we review.
