ECB supervisor says output floor and Single Rulebook must survive simplification push

An ECB Supervisory Board member discusses rising global interest rates, sovereign bond exposure and the EU's bank competitiveness debate. Relevant for compliance and government affairs teams tracking how the ECB will position itself on Basel output floor calibration and any move to tailor capital rules by bank size.

  • Montagner says sovereign bonds account for around 9% of euro area banks' total assets.
  • He states banks are under no obligation to sell sovereign bond holdings even as values fall.
  • He says current bank capital is mainly Common Equity Tier 1, unlike 2008 when it was largely subordinated debt.
  • He supports preserving the Basel output floor's role even if its calibration is reassessed, as proposed by the European Commission.
  • He says the ECB will always favour retaining a Single Rulebook rather than tailoring capital rules by bank size.

PRA proposes 128 regulatory thresholds track nominal GDP automatically

The PRA has opened a consultation proposing that 128 thresholds across banking, insurance and credit unions rise automatically in line with nominal GDP, rather than through manual updates. This affects which rules apply to firms and what they must report, with the first change set for 2031.

  • The PRA proposes that 128 thresholds across banking, insurance and credit unions increase automatically with nominal GDP.
  • The largest in-scope threshold is £320 billion in total assets for detailed capital reporting; the smallest is £7,500 covering amounts owed to a credit union by an individual.
  • The first automatic update would take place on 1 July 2031, with further updates every five years thereafter.
  • The PRA selected nominal UK GDP, published by the Office for National Statistics, as the indexation metric over measures such as the Consumer Price Index or real GDP growth.
  • The consultation opens 7 October 2026 and closes 7 February 2027, with some thresholds excluded and instead addressed in a parallel discussion paper under Section 4 of CP13/26.

FCA finds governance gaps at benchmark administrators in multi-firm review

This review closes a supervisory programme the FCA began after its 2024 portfolio letter flagged governance weaknesses at benchmark administrators. It sets out observations across five areas, from board composition to assurance, intended to help firms assess their own arrangements rather than prescribe a single model. Compliance and risk teams supporting benchmark administration should read it as a diagnostic checklist.

  • The review is the final part of supervisory work launched after the FCA's 2024 portfolio letter identified governance weaknesses at a number of benchmark administrators.
  • The FCA assessed firms across five areas: board composition and capability, board engagement and challenge, governance structure and escalation, board packs and information flow, and governance assurance.
  • In some cases governance records did not clearly capture board decisions, challenge, decision rationale and resulting actions.
  • The FCA found information and escalation flows between UK regulated entities and wider group governance forums were less developed in some cases.
  • The FCA says it will use the findings to inform supervisory engagement and encourages administrators to engage with the government's ongoing review of the UK Benchmarks Regulation.

Fed to restructure bank supervision into five regions, scrap committee layers

Federal Reserve Vice Chair for Supervision Michelle Bowman set out plans to overhaul the Fed's bank supervisory structure, replacing a committee-heavy system with five accountable regions aligned to state boundaries. The speech also covers pending CAMELS rating revisions, Regulation O changes and asset threshold indexing. Compliance teams at supervised banks should track the regional realignment and CAMELS changes for direct effects on examination contacts and ratings methodology.

  • The Federal Reserve will realign its supervisory function into five regions based on state boundaries rather than existing Reserve Bank districts.
  • Each region will have a single regional leader accountable for all supervisory activity, with examiners remaining in current Reserve Bank locations.
  • The FFIEC is finalizing CAMELS rating revisions so the Management ('M') rating no longer singularly drives the composite rating.
  • In July 2026 the Board proposed revisions to Regulation O, which has not been comprehensively updated since 1979.
  • Later this year the Board will consider updates to fixed-dollar asset thresholds, with a mechanism to adjust them every five years, and broader changes to the large bank tailoring framework.

BoE study finds QE effectiveness hinges on why non-banks are growing

This Bank of England staff working paper models how monetary policy transmits through an economy as non-bank financial institutions (NBFIs) grow. For compliance and policy teams at banks and asset managers, it offers a research-based signal on how regulators may think about the diverging roles of banks and shadow credit providers in future stimulus design.

  • The paper is Bank of England Staff Working Paper No. 1,212, published 23 October 2026 and authored by Nicolò Bandera, Kristina Bluwstein, Michael Kumhof, Mauricio Salgado-Moreno and Jacob Stevens.
  • The authors build a DSGE model incorporating banks, NBFIs and a central bank interacting via wholesale deposits, bonds and reserve markets, estimated on UK data.
  • Conventional interest rate policy transmission to output and inflation is found to be essentially unaffected by the size of the NBFI sector.
  • Quantitative easing transmission is found to be strongly altered by NBFI sector size and by the source of its expansion, with amplification occurring when NBFI growth stems from firm funding preferences but not when it stems from higher bank finance costs.
  • The paper states that monetary policymakers retain rate control regardless of financial structure, but that balance sheet policy effectiveness depends on the composition and behaviour of the non-bank sector.

BIS working paper links oil discoveries to inflation under fixed exchange rates

This BIS Working Paper (No. 1389) examines whether news of future income, specifically large oil and gas discoveries, moves current inflation before any extraction begins. It matters to macro policy teams because it identifies exchange rate flexibility as the variable that determines whether such news shocks become domestic inflation.

  • The dataset covers 1,309 large oil and gas discoveries across 79 economies from 1980 to 2019.
  • The study restricts its sample to discoveries with realised production lags of at least five years to isolate anticipation effects.
  • About half of the total increase in core consumer prices occurs before extraction begins.
  • Inflation rises mainly under inflexible exchange rate regimes but is largely absent under flexible regimes.
  • The current account initially worsens as domestic demand increases, then turns to surplus once new oil production begins.

FBI updates guidance on North Korean IT worker threat as facilitator use expands

The FBI's Internet Crime Complaint Center has refreshed its public and private sector guidance on North Korean remote IT workers who infiltrate western companies using stolen identities. The alert documents a shift toward paid facilitators, subcontracting to third-party foreign nationals, extortion and threats of physical violence, and urges firms to adopt a layered "identity in depth" detection approach rather than relying on single indicators.

  • North Korean ITWs collect salaries, steal data and extort victims under government direction, with the North Korean government receiving an estimated 85-90% of the revenue the actors generate.
  • ITWs pay facilitators to appear on camera, sit interviews, verify fraudulent identities, ship packages, complete urinalysis or fingerprint submissions, and host employment devices in "laptop farms".
  • The FBI has observed ITWs make death threats against former managers and families, and threaten to leak corporate data unless paid large lump sums.
  • ITWs target positions requiring U.S. government security clearances, cleared defense contractors, and active-duty military members asked to host laptops.
  • The FBI urges an "identity in depth" approach of layered access controls and continuous verification, warning that sole reliance on ban lists is unreliable and can block identity-theft victims.

SEC chairman backs approval of binary options tied to company KPIs

Chairman Paul Atkins issued a statement explaining the Commission's approval of a securities exchange rule change permitting binary options tied to specified key performance indicators reported by certain issuers. The statement sets out how these products will be regulated and flags what the order deliberately leaves unaddressed, including CFTC jurisdiction over comparably structured KPI contracts.

  • The SEC approved a proposed rule change permitting a securities exchange to list binary options overlying specified KPIs reported by certain issuers.
  • The approved binary KPI options will be cash-settled, European-style, standardized options classified as NMS securities.
  • These options will be subject to existing securities exchange rules covering customer accounts, margin requirements, trading halts, auctions, market-maker quoting obligations, order types and time-in-force.
  • The approval order does not address or foreclose CFTC jurisdiction over similarly structured KPI contracts falling under that agency's jurisdiction.
  • Chairman Atkins' statement is dated October 13, 2026.

BIS official urges central banks to treat household financial health as core mandate

A speech by Fernando Restoy, chair of the BIS Financial Stability Institute, delivered at the G-24/AFI Policymakers' Roundtable in Bangkok, sets out why household financial health should inform how central banks pursue existing financial stability and monetary policy mandates, including through cryptoasset-related risks and new indicators.

  • Restoy explicitly states he is not suggesting financial health should become a new central bank objective.
  • The G20 working definition cited identifies four dimensions of financial health: managing day-to-day obligations, coping with shocks, pursuing future goals, and feeling financially secure.
  • Restoy cites a recent FSI paper (Frost et al 2026) finding that expanded financial inclusion has not automatically translated into better financial health across countries.
  • He identifies two required actions: better measurement of household financial health, and research into whether financial health indicators can complement existing financial stability and monetary policy frameworks.
  • On cryptoassets, he notes volatility, fraud prevalence, absence of deposit-insurance-like protections, and lower financial literacy in markets with the fastest-growing crypto use as risks to financial health.

BoE securities lending committee flags T+1 readiness gaps and AI governance risks

The Bank of England's Securities Lending Committee met on 15 September 2026 to review T+1 settlement preparations, tax harmonisation challenges, digital asset developments and emerging AI use cases in securities finance. The minutes, published 22 October, give compliance teams a read on industry-wide readiness gaps and the issues supervisors and market bodies are watching ahead of October 2027 implementation.

  • The committee noted industry participants are broadly on track for T+1 implementation in October 2027 but highlighted significant differences in readiness between firms.
  • Persistent operational challenges include securities lending recalls, collateral sourcing, funding, settlement timing, partial settlements and agent lender capabilities.
  • The Tax & Regulations sub-committee reported increased operational challenges from holding-period rules and record date requirements across national tax regimes, which T+1 could amplify.
  • The group discussed a legal case involving potential re-characterisation of a securities financing transaction as a secured loan, which it said could have significant implications for repos and securities lending.
  • Members raised concerns about AI use in governance, resilience, vendor oversight and data security, particularly if AI systems gained access to sensitive operational data.

AFM chair warns against treating AI chatbots as financial decision-makers

AFM chair Laura van Geest used her Financieele Dagblad column to set out survey data on how Dutch consumers use generative AI for financial questions, and to flag the supervisory questions this raises. The piece draws on the AFM Consumer Monitor and is aimed at readers weighing how seriously to treat AI-generated financial advice.

  • AFM Consumer Monitor found 14% of consumers used an AI tool for financial questions in the past year, with 19% considering doing so.
  • 30% of those who sought AI help for financial questions are heavy users, having consulted the tool more than five times.
  • Two-thirds of AI users say the information helped them make actual financial decisions, and for roughly a fifth of them GenAI was their only source of information.
  • 49% of non-users were sceptical about the reliability of financial information or advice from AI, compared with only 15% of actual users.
  • Only around 7% of users of Google's AI assistant click through to the underlying source links, according to the figure cited in the column.

FCA finds private market conflicts controls lagging behind business complexity

The FCA has published detailed findings from its multi-firm review of how private market firms identify, manage and disclose conflicts of interest. It covers asset managers, AIFMs and advisers in private equity, private credit and real estate, and sets out where governance and controls have failed to keep pace with growing business complexity. The regulator expects firms to close gaps and signals targeted follow-up work.

  • The review assessed firms against SYSC 10, COLL 8.5.7, COBS 2.3A.8R, COBS 11.7 and COBS 11.7A, running in two phases: a questionnaire followed by on-site visits.
  • On cross-fund transfers and continuation vehicles weaker frameworks relied more heavily on existing governance, disclosure or investor consent; on gifts and entertainment they relied on policy thresholds and generic approvals; and on information barriers they relied on staff training, judgement and informal safeguards.
  • Only 52% of phase 1 firms said internal audit had a role in reviewing the conflicts framework and its application.
  • The FCA criticised firms whose conflicts frameworks reflected the legal form of UK activities as advisory-only while UK staff were involved in significant, conflict-generating parts of the investment lifecycle.
  • In one case a firm sold a fund asset to an internal fund at NAV rather than pursuing external buyer interest, and could not explain why or how the NAV price served the selling fund.

FCA chair calls for cross-border testing of cloud and AI risks to finance

In a lecture honouring the late Michael D. Gill, FCA Chair Ashley Alder argues that financial risk now travels across firms, sectors and borders faster than regulators built in silos can track. He sets out why the UK's Critical Third Parties Regime, supervisory intelligence-sharing and joint crisis exercises need to expand internationally. Relevant for firms watching how operational resilience obligations may extend beyond financial services.

  • The FCA, Bank of England and Prudential Regulation Authority's Critical Third Parties Regime currently covers major cloud computing providers, marking the first time UK financial regulators have extended reach outside the financial sector.
  • The FCA hosted a financial crime conference this year with more than 400 attendees from government, regulators, industry, professional bodies and tech firms.
  • The UK participated in a G7 cyber crisis simulation exercise earlier this year to test cross-border coordination during a major incident.

FCA finds uneven conflicts management across private market firms

The FCA has published findings from a review of how private market firms identify, manage and disclose conflicts of interest. Standards varied considerably across private equity, private credit and real estate, with some firms failing to keep controls in step with their own growth. The regulator wants firms to act on the findings, and signals a wider supervisory focus on private markets and investor outcomes.

  • The FCA review covered conflicts of interest and fair customer treatment across private equity, private credit and real estate.
  • Recurring weaknesses were found in cross-fund transfers and multi-party transactions, gifts and entertainment, and information barriers.
  • The FCA expects firms to identify, record, manage and disclose conflicts effectively and to demonstrate investors are treated fairly.

FCA restricts six Annex 1 lenders over money laundering control concerns

The FCA has placed restrictions on six unregulated lenders registered as Annex 1 firms after raising concerns about their anti-money laundering controls during application assessments. The action sits within a wider review of roughly 900 registered firms. This segment covers who is affected, what the restrictions require, and the due diligence reminder the FCA directed at regulated firms dealing with the sector.

  • The FCA imposed voluntary restrictions on six Annex 1 firms after concerns about their AML controls surfaced during application assessments.
  • Restrictions limit new customers and new business, constrain payments from existing customers, and require independent AML reviews or, for Kingscrown Finance Ltd, an orderly wind-down of its loan book.
  • The FCA is assessing responses to an information request sent to around 900 registered Annex 1 firms to identify and disrupt financial crime risks.
  • The FCA reminded regulated firms that an Annex 1 firm's registration does not replace their own due diligence, including confirming registration status and conducting independent checks.

ECB supervisor urges system-wide stress tests to catch AI financing risks

A keynote from the ECB Supervisory Board member responsible for stress testing sets out how the framework is evolving beyond bank-only, scenario-based exercises toward system-wide and exploratory tools. It matters because it signals where ECB and ESRB stress-testing priorities, and future data requests to banks, are heading over the next two years.

  • The ESRB has launched a project to develop a desktop-based system-wide stress test by 2028, building on recommendations of its High-Level Group.
  • The 2026 reverse stress test on geopolitical risk asked banks to design scenarios depleting at least 300 basis points of their CET1 ratios.
  • The exercise found some banks' risk assessments lacked granularity and that certain mitigating management actions were not credible once replicated across institutions.
  • The ECB's 2025 macroprudential stress test extension used a top-down system-wide model to examine contagion between banks, investment funds and insurance corporations.
  • The speech cites the Bank of England's system-wide exploratory scenarios and the first French system-wide stress test, run jointly by the Banque de France, ACPR and AMF, as comparable precedents.

Washington state regulator publishes consumer guide to credit card billing cycles

This is a consumer-facing explainer from Washington's Department of Financial Institutions aimed at cardholders confused by statement balances versus app balances. It covers billing cycle mechanics, grace periods and the difference between a credit card balance and a checking account balance, intended as financial literacy content rather than new rulemaking.

  • The post explains that a credit card purchase is effectively borrowing money with a promise to repay, usually with interest, unlike a debit card which draws funds immediately.
  • Purchases and transactions accumulate during a billing cycle, and the card issuer produces a statement when that cycle ends.
  • Paying the full statement balance by the due date will generally allow a cardholder to avoid interest on purchases if the card has a grace period.
  • The statement balance, minimum payment and payment due date are described as three distinct pieces of information that tell a cardholder different things.
  • The statement closing date is cited as the reason a newer purchase may not appear in the amount currently due.
